Who approves work along Smith Lake?
Call Alabama Power Shoreline Management at 205-384-7385 or begin its online permit request. Give the lake address, parcel number, existing permit tag and a short description of the work. Repairs, added rock, new walls, docks, dredging and grading can all fall within shoreline review.
The request form starts a review. It is not a permit. Applicable work requires written approval and a visible pending permit tag. Alabama Power’s permission is issued to the owner or permittee; a contractor’s assurance does not replace it.

What should you gather before applying?
- A deed or lease and the property address or parcel number.
- The existing permit tag and records of earlier shoreline work.
- A sketch showing both existing and proposed structures, including the ends of the work.
- Owner and contractor contact details.
- A current survey if Alabama Power requires it to make a decision.
- A complete description of bank work, drainage, access, vegetation disturbance and spoil disposal.
Ask the reviewer what else the site needs. A sketch should distinguish an in-place repair from extra length, a new alignment or a changed shoreline footprint. Those differences can affect the review and fee.
What are the published residential permit fees?
| Fee category | Published fee | What to confirm |
|---|---|---|
General construction | $400 | New structures or additional wall or riprap length. |
Substantial repair | $200 | Alabama Power decides whether the repair is substantial. |
Permit modification | $100 | Changes requested after approval and before completion. |
These are source-listed fees, not a total project allowance. Confirm the current schedule and which categories apply. Design, surveys, other agency approvals and construction are separate. Unauthorized construction can trigger a $600 fee, a stop to work and possible removal; paying the fee does not authorize the structure.
Could habitat rules change the design or schedule?
Yes. Ask whether the exact shoreline is a Sensitive Resource Area or identified potential flattened musk turtle habitat. A nearby approved wall is not evidence that your own lot has the same classification.
The ENS guide describes a November 1–March 31 construction window for identified potential turtle habitat. The issued permit controls your method and dates. Read the habitat and natural shoreline guide before reserving equipment.

Which county and environmental reviews also matter?
Identify the parcel’s county and municipal status. Walker County’s general building-permit policy excludes municipalities and does not cancel shoreline or environmental approvals. Cullman and Winston owners should ask the county which land, road, drainage, floodplain and health reviews apply.
ADEM construction-stormwater coverage generally starts at one acre of disturbance, including smaller work within a larger common development. Special conditions can also matter. Ask the Corps about federal jurisdiction and the current authorization route for fill or in-water work. Do not treat a general-permit title or old expiration date as approval.

What happens after approval?
Keep the approved sketch, conditions and dates with the construction contract. Ask who requests changes, records concealed work and contacts the reviewer at completion. The residential guidance generally gives one year to finish, followed by owner notification and Alabama Power’s compliance review.
Before final payment, collect the approved changes, close-out record, final photos, invoices and maintenance instructions. This file is useful when the property sells or the next repair is needed. This website is not affiliated with Alabama Power, ADEM, the Corps or a county government.
