Is the work upland or within shoreline rights?
Locate the wall on a survey and identify Alabama Power’s fee-owned land, flood easement and any other recorded restrictions. Its guideline contours are not something to estimate from today’s waterline.
Ask the relevant county or municipality about the upland work, and ask Alabama Power about work within its rights. A postal city name does not determine municipal jurisdiction.

What changes can affect the wall?
Tell the professional about a driveway, house, pool, stored material or proposed equipment near the retained slope. Do not add fill or increase wall height without reviewing the entire system and drainage.
Where the proposal becomes a levee or floodwall on Alabama Power land or easement, a different restriction applies: the residential guidelines prohibit those structures. Get a scope determination rather than calling every wall a flood barrier.
What should the final documents distinguish?
Identify the wall owner, limits, elevation reference, drainage route and related permits. Keep upland and shoreline work identifiable in the contract even if one contractor prices both.
Start with an assessment and review the elevation guidance before choosing a taller wall.
